I was expecting absolute garbage but figured it would be interesting to see out of boredom. I tried to watch it not thinking about my favorite movie; The Crow...and it's actually not that bad. If you just look at the movie for what it is, and not think back to the other Crow movies, it's really not as bad as the rating.

It is a Crow movie and, as such, it is bad.
If they wanted to make a Crow movie with actual Native American tones, they should have just stuck with making "Dead Time" into a movie instead. That story is actually good, and it isn't a straight conversion of the first The Crow movie, like this and the other sequels are.
