R1 DVD print damage?

Is it just me or the Tokyo Shock R1 edition seems to have slight print damage? is that how the negative really is and the TS people were too lazy to give it a bit of a cleaning or what?

I got the impression it was done deliberately to make it look like a 1970s movie (like Grindhouse). Even the music is from that era.
