three charlie?
What does it mean when they say that Dean is a three Charlie? And Black Op?

ha 3 years later, but not sure what 3 charlie is, however a black op is a mission, carried out by Spec-Ops, where you carry no identification, ie. dog tags shoulder patch etc. and if you are caught, the government has full deniability (sp?) and won't come for you.

I'm pretty sure 3C is a classification, which indeed means he does work, or has worked for the CIA.
Black Ops/ Black Operations are, as said, missions that usually can not be carried out normally and therefore are done by highly trained, expendable people.
