Well, at the time it was released, it was the sequel to the movie AND the prequel to the TV show.
And you know what? The Hater is right. This movie sucks, and is a shame to the orginal, which is my favorite movie, second only to Sideways. The animation is terrible, all the old jokes from the first movie that were and are still funny are recycled in ways that completely UNorginal and UNfunny, and worst of all, Daviegh Chase, who gave a wondeful performance as Lilo, gives a terrible performance as the character she created here! I thought she was replaced by some other untalented prick, but no, it was her. I don't know what happened, but she sounds terrible now.
So, to The Hater, my suggestions for you are...

THIS is the sequel you want. It IS the sequel to Lilo & Stitch, as it takes place after the film but before the tripe that is the TV storyline. Dakota Fanning actually does a great job filling in for Lilo, birnging back life to the character after Daviegh has sucked the life out of it. The animation is a BAJILLION times better than the TV show (the eyes get a little wonky, but it's at least 80% of the way to becoming theater animation). The writing is pretty good, with jokes that are actually FUNNY (Pleakly walks in to a tree and screams, "OH, MY GOOD EYE!!!"). The sound is also quite nice, with more Elvis songs (YAY!!! All hail to The King!) and dialogue editing that sounds a bit more natural, what with the characters overlapping eachother. Plus, it's rated PG, which is a good thing because it means that, if the rating was left untouched, the filmmakers were a bit more concerned with making a good movie than making some money. The ending, while predictable and a bit cheesey, is still pretty intense.
Mr. Hater, I promise you will not be disapointed. And if you are......Well, I'll let you spam me.

Gosh, I just started a post like this in the main L&S forum before I found this.
I agree so fully with you, Hater -tosses you a fuzzy chihuahua- that is SO my major iff with the series/sequels. I will agree with sjmcgee in that the bit of Stitch has a Glitch that I saw on YouTube is decidedly better then the series and other sequels (though I've not yet seen Stitch! the Movie), but still, the "omg you died, I'll cry and it'll bring you back to life" thing just makes you start to sort of gag.
I watched three episodes yesterday and, I swear to God, not ONE "funny" bit wasn't from the original series -- all the lines were modified and reused (i.e.: "Who needs your tacky tourist trap anyways" -- obviously a modification of "Who needs your fakey luau anyways", and nearly all of Stitch's lines take this rout, making me think that what happened is all the original voices decided to quit so all they could do was sort of modify the lines from the original with HI-TEK effects and hope they can make it sound good -- which they can't) or corny as hell. The only made-up jokes are Jumba's one-liners.
And the writing has gone entirely too childish when it's NOT quoting the movie. Lilo's gone from a girl with a disturbed imagination to just a girl with an imagination, not to mention the disgusting moral she gives at the end of each episode. We've lost all the... I don't know, 'edge' to her character, which was by far one of the most entertaining parts of the movie to watch ("My friends need to be punished").
Then there are the experiments. Worst plot point ever, seriously. And having a villain -- Dr. Hamsterveil -- completely destroys, maims and debowels the original purpose of the movie -- "NOBODY GETS LEFT BEHIND, AND EVERYONE HAS A LITTLE GOOD IN THEM". WTF is up with that? Now we've got BAD GUYS to worry about? Gantu wasn't even evil!
Okay, I've got to stop before this gets out of hand.

This movies/series/Le&S weren't that bad! They were actually pretty good! It's better than, say...The Emporer's New School. MY GOODNESS!!! After Kusco stopped being a llama, all the "New Groove" spinoffs got a major-league swirly.
But, anyways, I dunno what everyone's always complaining about with this movie...
