The first time we see him, they show an X-ray of him looking robotic. Then later, Batou explains he was an actual (i.e. organic) dog made from artificial insemination.

Gabriel is the name of the filmaker's actual live dog. The dog is also a basset hound like the one in the film.

The mechanical basset hound is just a music box. Whether or not Batou's dog is named Gabriel is left up to the imagination (though more likely than not, it's name is Gabriel).
