Dreamworks put out a release of GitS2: Innocence which I got through Netflix and loved the movie, hated the DVD production.
The one that was doen right is distributed by Bandai and has a different cover. It has the choice of English or Japanese dub along with a choice in subtitles.

This second one I do own (in the tin with the soundtrack CD) and got from Amazon.com, although strangely they list it as 1.33 aspect ratio but mine is 1.85.
Also, one thing to note -- at the beginning and end, some of the control androids speak Mandarin (regardless of what language you have it set on). Those did NOT get dubbed into English and are left in the original Mandarin language. This was an artistic choice by the director. He felt there's a certain harshness to that language that you can't get in Japanese (or English.)
Tangential: there's also something screwy with S.A.C. to be wary of. Get the full series (S.A.C. & S.A.C. 2nd Gig), and forget the "Laughing Man" and "Individual Eleven" movies. They basically took the two seasons (50-ish episodes total) and cut them down to movie form, but you lost hours and hours and hours of material in the process ... and as if that wasn't enough, they brought in a different set of voice actors who aren't as good.
