Worst car Chase scene

It seemed like this car chase never reached over 30 mph. Were these cars stuck in second gear the whole time they were chasing each other??

What happened after they drove through all those sheets, why did that poor innocent car in the middle flip over after going through the sign and all snipes had to do was put it in first gear?
