Was Antonioni's segment dubbed?

I just watched this film via streaming through Netflix. It was a "Starz Play" movie.

In Antonioni's segment of this film, the dialog was in Italian with English subtitles. However, it definitely looked like it was dubbed. There wasn't a single moment in this segment where any of the actors' lips were in sync with the dialog.

So, if this segment was dubbed, what language were they originally speaking?

Also, if the segment was dubbed, why did they dub it in Italian if they knew they were going to need to put English subtitles on it anyway? Why not just dub it in English?

It was originally shot in English, but the English dialog was so badly written and performed that it was dubbed into Italian, with English subtitles. The English-language version (which is also edited a little differently) is available on a Region 3 DVD put out by Mei Ah. I guess it would have been too weird to dub in different English dialog, with the actors mouthing words in English while "speaking" different words in English.
