Did I miss something?

Or is the plot outline way off base?

You didn't miss something - they got it right in the plot summary.

But this:
"A San Franciscan computer animator (Livingston) falls in love with one his creations in the days after the dot.com boom."

seems at odds with this:

"Rand, Winston, and Johnson have a small tech startup company in the Bay Area that's developing a artificially-lived computer character, Koy Koy the bird, who can hear and see and interact with the user. Koy Koy gets placed in a kids schoolroom for testing, and Rand develops a relationship with one of the teachers, Sarah. Rand learns that his scientific understanding of human mating isn't necessarily a roadmap for the real thing."

I don't remember him falling in love with Koy Koy.

What the writer/director got wrong was his understanding of the dot.bomb era in general. The technology of Koy Koy and its creators would most likely have been sought after by big companies like Microsoft, Apple, Pixar, and EA Games in the form of a company buyout, venture capital funding, or a major licensing/development deal. There's no way these guys would have suffered like the multitude of Internet-based firms who were imploding due to their exuberant financial projections based on 'web-clicks'. These guys and their technology were on a whole other plain. It was silly for the filmmaker to think that they'd end up like so many dot.bomb mavens who lost out after the bubble.
