Seems like somewhere the film narration said that a Rio high city leader - referred to as "she" - ruled out action by the police sharpshooters on site.

Also, there was a statement that an election was upcoming, and that whoever was in power demanded that there be no ugly incident during the highjacking before the election.

Sort of a Brazilian "Wag The Dog" strategy.
