That was most definitely the deal.
But the senator wasn't prepared to offer anything in the realm of true kindness because of his family / political position. He had serious secrets. Oliver was just one. At first, because he never slept with them, it seemed like the senator was on some quest to find a lost son -- that he
had these prearranged questions to ask boys that age. But then I realized that it was the locket which shifted him into interrogation mode. Then one of the boys said, "He only asks me about my c**k and balls." So obviously the Senator was not the benevolent savior of my great Dickens expectations.
He was definitely Oliver's father though! Just a lousy father like all the rest of the father's depicted in the film.
