How do Triads get shooting practice?

Especially in Hong Kong, where we know only the police are legally permitted to carry firearms. You'd think that, especially these days, citizens would call 999 if they heard gunshots (if they aren't reasonably able to assume it was the police, for all they know it could be a turf war) so I don't think Triad members can be brazen enough to play target practice on the streets.

So what do they do? Do high ups have the leverage to invest in illegal soundproof shooting ranges? They'd run the risk of extreme sentences for that, I would have thought. Or do they just expect their muscle to only fire their guns in actual combat situations? The lack of practice and accuracy would result in many of them getting killed. According to this film, that last guess might not be far off the mark.
