Is he from a poor, alcoholic family? I know there isn't much about him in the movie to go by, but there has to be a reason he believes Christmas doesn't work out for him, and chooses to sit alone on the train.

He's poor and whiney, and offensive because he perpetuates the stereotype that poor people are complainers.

Don't know if you're trying to be funny with the alcoholic family (nothing funny about that), but Billy's story doesn't fit the "reality" theory.

Billy said Christmas just didn't work out for him. This means that Santa never visited Billy's house before. Why would that be?
