He is actually visually based on actor Joe Pesci who starred in Martin Scorsese's Goodfellas(1990) and Casino(1995) as Tommy DeVito and Nicky Santoro who are similar to him in behavior.

I knew it! i knew as soon as i heard and saw paulie i knew he was somewhat familiar but wasn't sure who and bang! it was joe pescis character in goodfellas.
