shareI had guessed that too. But two(?) days after joel's procedure, after frank received the mail from lacuna, clem went to joel's apartment where frank held the door for her. He did not seem to question why she was there..
shareThis is because the letter asked Frank (and any recipient) not to mention Joel to her. Assuming he also received a letter regarding Joel's procedure, he wasn't acting against the instructions in the letters.
shareThat scene with Joel and the neighbor was before Joel had the procedure. The envelope that the neighbor had at that point was informing him that Clem had Joel erased. It was the same letter sent to Joel's friends (Carrie and Rob).
