Did this series have issues when it came back in the 90's

I vaguely remember this series, having only seen only a couple episodes, I am not sure why it did not take off as a spinoff to the GI Joe animated film, which bridged Series 1 and Series 2. I am curious as to why it did not take off? Did changes in production company effect the series causing them to be two seperate series? Were there inconsistancy with characters between series or by the early 90's, was GI Joe was going out of style with low ratings? Did this series end on a cliff hanger when it was cancelled? I remember the orignal series, however Series 2 is very vague, curiously if you go to Amazon, they are both sold seperatly as oppossed to being considered as one complete series.

The re-branded G.I. Joe toy line and merchandising had definitely peaked and was in decline by this point. By 1989/90, kids like me who had come on board with the line in 1982 were now in high school. According to Mark Bellomo's "Ultimate Guide to G.I. Joe", retail sales continued to be strong in 1989, but had started fall off. By this time Hasbro had radically shifted the tone of the line away from heightened military realism to a more gimmicky and sci-fi oriented one. Out were green, black and tan. In were day-glow neons. By now the Joes were even pulling a Captain Planet and fighting eco bad guys.

Add in the substantially reduced quality of both the toy line and the cartoon series and the dawn of the Teenage Mutant Ninja Turtles phenomenon and it's not hard to see why the DiC series never reached the dizzying heights of the Sunbow show.
