"Dutch" is Vallejo's nickname. His real name was cleverly covered up by microphone feedback. Television writers do things like that all the time on shows ranging from "The Fairly OddParents"(2001) to "Sex and the City" (1998).

The "cover up the person's real name and have it be a minor plot point later on" cliche was put to good use in Kill Bill, for a non-animation example.

Why is his rank only Jr. Commissioner? It's obvious he is the only boss of the Safety Patrol, under the Principal. Shouldn't it be just commissioner or Senior Commissioner?
