Could Eliza talk to the Rugrats besides Angelica and Suzie in this film?

I'm just curious because I know that Eliza can talk to animals, including Spike who was voiced by Bruce Willis when around Eliza, and the Rugrats are obviously human beings like their families and the Thornberries. But I was wondering if Eliza's power works on human babies, as opposed to just animals. Most of the babies, unlike Angelica and Suzie, can only talk to each other, so the adults can't hear them, although Angelica and Suzie can, as well as can talk to adults. And let's not forget, in the end of "Rugrats in Paris," Chuckie yelled "No" and Chaz heard him, thinking it was his first word, and it was, to adults at least. So, I just wanted to see if Eliza's power works on human babies, since I didn't even see the movie since I've been aware of how Rugrats was declining and a year later (2004), it got canceled.

Well she doesn't if that is what you mean. I don't think she can talk to babies because they can't talk except in jibberish so no her powers wouldn't work on them. You should watch it I thought it was pretty funny.

In this universe, the babies have their own language. Only they and toddlers who aren't big kids yet can understand it. It's shown as English to the audience so we can understand it. When CHUCKIE yelled "No!" at CHAS' wedding, it was regular English.

It's a different language from the animals' language, which is why the babies can't talk to them. Therefore, ELIZA can't talk to the babies.
