Why was this planned as a musical?

I know The Rugrats Movie had musical numbers but that came out when it was still an unwritten law to have songs in your animated movie. By the time this came out, it wasn't as popular to put in animated songs so what was the point? I mean Rugrats in Paris didn't have any musical numbers! (Angelina's travel song and Chuckie Chan do not count).

I call movies that are considered 'bad' hated movies.

To keep the consistency. And RUGRATS IN PARIS was a musical too. Not all the characters sang, but original songs were played in their entirety in the background during several scenes.

Probably to compete with Disney.
