Yes. Having voluntary consensual sex with men, as well as with women, makes the character portrayed in the movie bisexual. Not sure how there could be any doubt about it. You could argue that he only did it with Steve Buscemi for the money so maybe that doesn't count, but he was kissing Tom Sturridge by his own choice, so though he prefers women, he sometimes has preference for men. Although I am straight, Tom Sturridge is so good looking that if I had to go bisexual for a guy, I'd pick him.

That being said, we are talking about the character portrayed in the movie and not the real Neal Cassady or the Dean Moriarty portrayed in Jack Kerouac's book. There is very little resemblance between the three of them.

And he has sex with Carlo Marx in the book too. He does it in the book so that Carlo teaches him how to write, so it can be argued that all the relationships he has with men are in exchange for money, lessons, etc.
