Since Deader and the other post-Bloodline sequels make no reference at all to the events of that film, it's possible that they're just ignoring it and there is no connection. Winter would simply be a random descendant of Lemarchand.
If Deader and Bloodline are in the same canon, then Winter could not be Jack Merchant. They have different names and different accents. They'd be distant cousins, sharing Lemarchand as a common ancestor.
