I guess if you really wanted too you could do the comparison but the difference really is the genres. Buffy was a Supernatural, while Strange Days was a Science Fiction. Processor Z, the science teacher, would naturally know all the information needed for the show. Giles being a librarian had a library filled with books, tho it would seem odd for him to be interested in the supernatural if you didn't know much about the show.
