Why does a movie set in 2002 use 1980s scenery?

"Since Otar Left" is set in Georgia in 2002.

However, virtually no objects are shown in Georgia that look like they date from after the 1980s. The interiors, the cars (with one possible exception), the technology, the everyday objects...

The movie has a Soviet-retro feel to it that must be deliberate. Is the director symbolically conveying some meaning with this choice? Or is it purely an aesthetic choice?

The choice of 1980s scenery is as quirky as the use of multiple languages in this film.

(Disclosure: No, I have never been to Georgia, but I have lived in Eastern Europe for many years and have traveled to most countries in the region. The scenery and the technology, even in the poorest countries, changed noticeably between the 1980s and the early 21st century.)
