What is the significance of all the water/rain/people drowning/people cleaning/people washing/etc? I just couldn't believe all the f'ing water in this film, and half the shots in this 70 minute film is of the rain.

As for the people drowning, I don't believe anyone actually drowned, but was a reference to the Japanese underground where people tend to be more free. His symbolism regarding that was confusing, but I think it was "letting go." A lot to digest after watching this film, but absolutely beautiful.
