DVDs de-interlaced

I finally got a hold of an NTSC DVD copy of this original Ju-on and it turns out to be of just the same lousy quality as all those avis that have been floating around the internet the last years. Why? Cause it has been (badly) deinterlaced. This seems to go against all logic, especially as the movie was made direct for video (i.e not progressive). Is this yet another Japanese cultural mystery or does there exist somewhere out there a normal DVD compliant interlaced version which retains all the visible lines?

If I understand correctly, this is the original non-theatrical film (looks like it was shot on home-video?). As far as I know, there has never been an English-subtitled non-bootleg DVD release of the two original non-theatrical films. (Believe me, I've searched very extensively.) Chances are you have a cheap factory bootleg. They are not uncommon on ebay.
