How did this average a 5/10 from game raters?

this is probably in my top 20 games of all time.. and when I SAY THAT

it means a lot cuz im really picky at games

i love shooting/driving games.

i like this game primarily cuzza the multiplayer with the AIn ( something rogue agent is missing .. )

this game online would = SWEET

it's buggy (it's been a few years since i last played it but i do remember one part of the game if you flipped a switch the james bond theme came on and it always scared me when it did that!!
