QUESTION FOR PPL THAT KNOW THE MOVIE WELL

when they are all in the mall...Jeff Foxworthy says: "This man has made enough money to buy anything in the mall, and he gets the remote control fart machine. I'm very proud"....was he talking about Bill Engvall or Larry? Because Bill is the one that showed Larry what it was...but Larry was the one using it. I know it seems pointless lol...but I can't figure it out!
