It happens during a picnic inside a prison. Brad Renfro plays John Grubb Jr., and his father is in for a double homicide (he killed two homosexuals during a bar fight). Clifton Collins, Jr. plays Buddy, another inmate. There is enough suggestion that John Jr. is not as "manly" as his father, and may even be homosexual. With Buddy, you can't be sure, but he is an inmate after all. During the picnic, Buddy offers a tour of the prison to John Jr. and his sister Barbie in order to get them away from a little battle between John Sr., his wife, and the younger daughter. Part way through the tour, Barbie goes off in search of recreational substances (it seems she has been to the prison often before, but that's another plot element). So Buddy takes John Jr. into the barber shop and gives him a haircut and shave. How he does it raises suspicions that he is either going to bully John Jr. or seduce him. Later on, during another battle between mother and father, John Jr. is walking away dejectedly and meets Buddy behind a tree, where Buddy makes some comment to him, grabs him, and plants one on his lips. It lasts about three seconds, and then they part. That is the end of the matter. Hope that helps.

the kissing scene between Buddy (the amazing Clifton Collins Jr.) and John Jr. (Brad Renfro) is supoosed to pay off the seduction by Buddy. The signficance is that Buddy is setting John Jr. free. Buddy knows John Jr is gay, at least curious, so he does him the favor or giving him his first kiss. That's how i saw it.
