Akito's motivation??

He was basically allowing Tohru to stay at Shigure's house in the hopes that eventually she'd reject the Sohma's, and then Yuki and Kyo would come running back to the main house because Akito's afraid to be alone, and he wants all the zodiac members to be near him??? Is that right?

I've never read the manga, but near as I can figure from what I've read about it online... that's the case.

But, if Akito is supposed to be all powerful and control all the family members cursed by the zodiac, why did he ever allow Yuki to leave the main house and go stay with Shigure in the first place? For that matter, why did he allow Shigure to leave the main house, or Momijii and Hatsuharu to attend the public school along with Yuki and Kyo... and, why does he allow Ayame to run a store in the public???

Is this all just part of the plan to make them realize that normal people will never accept them, and ensure that they all come running back to him?
