What program does Chi run?

Does she install some sort of love program or something?

As at the end after the whole deleting and regaining "chi"
She glows and does something to the other Persocons and I noticed that when those two dressed in black, the Data Bank and the Guard, she blushes as she hugs him as if she had feelings for him. (Like when you're attracted to someone)

So which makes me think does Chi program have something to do with persocons being able to feel emotions?

Which would make sense in some respect, as through out the series its mentioned that humans seem to prefer Persocons and if they could love back then it would be easy to assume humans would inturn chose to be with Persocons completely instead of other humans.
