Beginning medication (SPOILERS)

We see Roy lose his pills down the sink and go to the doctors for more. Somewhere, we find out the pills are OTC benedryl. So I want to know if Frank had set up the first psychiatrist and the Benadryl from the beginning or was his first psychiatrist just not up to par? Benadryl is for allergies - I take them to make me drowsy to fall asleep - why prescribe them for OCD/Tourettes/whichever (apologizes I don't know the correct term), in the first place??

And that's why I've always wondered if the first psychiatrist and the prescription and him moving back east was all a set-up by Frank from the very, very beginning...??
