I like Chris Rock, he is a great comedian and I liked Head of State however did you notice that in the entire movie he only pointed out what was wrong but never did he have any ideas on how to fix it.

I think that was the point and that's why his running for office was so ludicrous and out there and a wonderful premise for a film comedy.
