hijab/dress disconnect?

Someone correct me if I'm wrong, but it's my impression that a woman who wears hijab is also expected to keep her arms, legs, and chest covered. Sabah wearing the hijab with a sleeveless, knee-length, scoop-neck dress would be like a nun in a mini-skirt. I don't see her appearing in public like that. Comments?
