American-style newspaper delivery?


In a scene set in London, we see a person picking up newspapers from their front doorstep (despite there being a letterbox in plain view). And in Arundel we see a paperboy throwing newspapers onto a doorstep.
Were newspapers delivered 'American-style' in the 1930's?
A small point, but it's bugging me.

I wondered if the publisher was based on an Irish born American citizen named Frank Harris. I read his autobiography which was banned in many countries. He was notorious for the things he did and had no shame in talking about it. He was also an editor and publisher in London and instituted many changes to the tabloid press. He had tons of friends and enemies both. You can find out about him on Wikipedia.

Correction
On the commentary track the director says the publisher was based on Lord Beaverbrook who was from Canada.
