The comeback of Carter Verone?

Carter Verone is actually a decent villain. High intelligence and loads of cash. But, the series has kind of made a traditional villain like Verone obsolete. He's been superseded many times over with comic book style, over the top bad guys.

One thing Carter Verone has going for him is an open story arc, because his character wasn't killed off. On top of that, he vows revenge in the closing scene of the film. The question presents itself, is Carter Verone a strong enough villain to be reintroduced back into the F&F franchise?
