Why do late night shows make fun of minorities?

David Letterman has Rupert who runs a deli downstairs (I believe he's Indian?) and he always makes Rupert look foolish. Rupert isn't allowed to read off the script and just takes orders from Dave.

Jimmy Kimmel has Guillermo the security guard who's Hispanic and the joke is he's kind of dumb or dense or the opposite of Jimmy. His interviewing skills are horrible. I mean it's hillarious and all, but isn't the joke sort of on Guillermo?

Chelsea Handler has Chewie who's Hispanic, and he's really short and does whatever Chelsea wants her to do
