Arnett used to do the voiceovers for the network (IIRC), and Adam always thought it'd be funny to twist the old sort of "bait lines".
Old cop shows would have like "In order to catch a killer, ___ will have to become a killer".
Adam's gag was that no matter what Hack had to do, he'd have to become a Rapist to do it. Dr Drew never got the joke, but it's comedy gold, especially with Will Arnett's authentic delivery.

im pretty sure Drew got the joke, but in order to further the bit he plays as he doesnt. Tis just good radio (and improv) to do that (extending bits).
Ordinarliy I'd agree, but every time it comes up on TACS, Adam complains that Drew always crapped on the joke, explaining that he never found it funny and started cutting him off, like "Let me guess, he becomes a rapist". If it was part of the bit, Adam would have said so by now.
