When will the Director's Cut be released?

I can tell this movie was heavily cut. That's one of the reasons it failed at the box office.

True. About 45 minutes or so were cut from the final film. The original screenplay is available within the official production book:

Features some very different elements and totally removed characters and plot lines. All of this was filmed, but who knows where the footage lies.

Also there is a novelization of one of the earlier drafts that proves to be VERY different from what was filmed. This covers the entire breadth of the events in Texas. Seems like this was what was intended before Ron Howard departed and the script was cut down.

In terms of a director's cut... ah, your guess is as good as mine. They haven't even released this on Blu-Ray. I would kill for a director/extended cut.

It's amazing that this grand film is not out on Bluray. And of course a Directors' Cut would be essential. 2016 would have been the perfect year for it since it's an anniversary year-but that being the case makes it seem more unlikely in the near future.

One can always hope.
