Was Special Ed a teenager w/ a mind of an 8-year old?

I remember watching clips of where he "claims" to learn his ABCs. And, in his bedroom, he would have drawings on the wall as if it were done by a 1st or 2nd grader. And, I wonder if he was, like, WAY behind the typical teenage life.
