No Foreign Language Oscar?

What exactly happened to this film submission for the Foreign Language Oscar category? It was nominated for both the Golden Globes and Baftas in that category but not the Oscars.
Was none of the countries involved in the production allowed to submit it to represent it?
Why couldn't Brazil has sent it, since Walter Salles, the director, is Brazilian and it was his inniciative to produce it?
