Why has it been Re-Tittled?

It used to be called The Lion King 3: Hakuna Matata.

I live in the UK.
Is it just called The Lion King 3: Hakuna Matata in certain countries?
Was The Lion King 1½ actually the original title?

I think The Lion King 3: Hakuna Matata is the European title and The Lion King 1½ the American title.

I really think that the title "The Lion King 3: Hakuna Matata" should have also been the american title, but just my opinion.

Why? 1 1/2 makes more sense.
