Is this a pro-libertarian movie?

In The Incredibles, we see a family of incredibly heroic and amazing people, who are never-the-less unable to live up to their aspirations or talents because of:

a) Senseless regulation from an overbearing government.

b) Annoying normal people who are out to sue and rip-off the heroes at the first opportunity.

c) Nagging obligations to conform to everyone else’s boring, rubbish standards.

Yeah, except people with superhuman powers don't fit any political or societal model.

The regulations to ban the Supers were there as a plot device, not to point out the (admittedly) ridiculous over-regulation the U.S. government foists on its people and businesses. I believe this because 1) it made a great story and 2) the loony left in Hollywood would never intentionally take a shot at the type of nanny state government they'd prefer.
