I was last there in 2010. I went to Sao Paulo and Rio. The staff in my hotel in Sao Paulo advised me not to venture into certain areas, even around the hotel. And if I wanted a cab, they summoned one. I did walk around anyway. It was an area of contrasts. There was a favela about a mile away. I walked in front and beyond it. Not into it, just on the pavement. Strangely, across were very beautiful building and many international organizations had offices there. Yet, you couldn't help but notice that there were armed guards posted outside.
Nice people, though. The only disappointment being that very few people spoke any English at all.
In Rio, I was again warned not to venture into certain areas. The cab driver drove through some of them. Obviously very dangerous areas. I stayed mostly around the touristy spots (Corcovado, Sugaloaf mountains, etc.)
One year earlier, I was chatting online with a Brazilian lady. She lamented how much criminal activity was in her area. I believe she lived in Belo Horizonte.
All this being said, I had a wonderful time. I am planning on visiting again. I have been to a lot of countries. I usually refrain from excessive drinking, staying out late, and visiting dangerous areas. I believe you can be a crime victim anywhere.
