Hardest Boss

Which do you think was the hardest boss in this game?

I think it has to be Jet. Most of the bosses in this game are rock-hard, but this character is just a nightmare. He has an array of lightning-fast moves which lose plenty of energy, and added to that are those never-ending Rockets.
