Confused... maybe someone can help (SPOILERS)

Maybe I saw it wrong but in the beginning it shows Morgan Freeman, Willie Nelson, and that other guy dressed as (what seem to be) detectives in a (what seems to be) police station watching the video of Owen Wilson hitting Vinnie Jones with the baseball bat. What the hell was up with this? For the rest of the movie (especially the scene where they play dominos) I was thinking "Okay, Morgan is an undercover and is gonna bust Owens ass".

ok, probably you didn't watch the movie carefully...

morgan freeman is a judge and the video was captured by the news crew who were covering the demonstration....morgan decides not to sentence him to prison time becoz the statement given by Vinnie Jones does not match the video...
