if tommy was in san andreas . he would have kicked all of those wanna be gang bangers ass from grove st, cj especally! he would have single handedly went into the ballers turf and took the ballers to war and sent them to hell after the smoke was cleared. he wouldnt need pussys like the eazy -e rip off ryder.tommy would have made that game way better. tommy wouldnt be listening to that hip hop gang banging music when he would ride down the streets of ganton( cjs hood).and he wouldnt need to have somebody like big smoke or sweet to help him out . why? because tommy is that badass of a guy ,a one man army. i wouldnt mind to see him beat the hell out of t-bone mendez, my god t-bone thought he was that tough. cj did a lousy job killing t-bone. but tommy would have done it better. he would have beat the holy hell out of t-bone and then shot the hell out of t-bone. if u took cj, ryder, big smoke , sweet, ceasar, and the rest of that sorry ass bunch from grove st, and put them in vice city . they would never make it. over all tommy vercetti is the badest character of all gta games.
