Is it possible to just explore?

If I just want to explore the city and not do the missions, how do I do so? Is there a certain number of missions I need to do before I can free roam?

Absolutely. The only catch is that you can't touch the other island without advancing the game (doing missions).

You can explore anytime you want in it, whenever I do so, I always tend to shoot up the two shopping malls

WelcomeToTheCafeEighties is right, it's possible to make it to the other island early in the game and without cheats. You take a tall vehicle (ambulance is a popular choice) over to the gate on Starfish Island and position yourself just right to jump. It's best to pull up a YouTube video to see how it's done.

I've done it once, so it does work, but it's been several years. I can't remember if there's life on the other island or if it's a ghost town. But no accessible missions.

Yes you can roam around without doing the missions, but Vice City (the other half of the island) is not accessible because the bridges are closed unless you do the missions. However, if you don't mind cheating, search online for some cheat codes, particularly one for flying cars. It's possible to jump a car over the bridge obstructions to get to the other side, and if you want, fly back with a helicopter. Several things to remember. Rockstar Games doesn't want you to cheat so if you do, the game will never allow you to finish as it will remove certain items so don't save the game, or save it to a different memory card. Patience is required to jump a car. Some bridge jumps are less hard than others. If you do use a flying car cheat to get to the other side, you must undo it by re-entering it, otherwise the game will crash if you try to fly a helicopter. Although cheating to get to the other side and explore is fun, it is a bit of a pain to do every time and ultimately you ought to do the challenges to open the bridges. You might also consider making enough money to buy the cheapest Hideout on the other side, so you can save any money or weapons you accumulate so they are available on both sides.
