In actual fact, there were preparations for war going on behind the scenes in Britain even while the government was officially trying to avoid conflict.
There is another film entitled "Castles in the Sky" that shows the development of RADAR and it's installation along the east coast of Britain in the years leading up to the war. This program, along with the pre war development and production of the Spitfire, saved Britain in 1941.
Britain could have and should have done more to prepare for war but anyone who thinks they sat back and did nothing while Hitler built up his forces it totally mistaken.

They could (and should) have aligned with Russia. This would have stopped Hitler in his tracks.

The western nations should have also supported the elected government of Spain against the fascists in 1936. When Hitler got away with helping Franco overthrow the Spanish government and set up a fascist dictatorship with no official opposition from the west he was emboldened.

Yes, in comparison, Hitler was a sterling fellow, aside from the murder of 6million people, and the devastation of Europe.
