The case and manual say they are GOTY edition but the the disk does not say GOTY on it. Also, when put in the Xbox the menu comes up but the expansions (Bloodmoon, Tribunal) are not options on the main menu. Are they in the game and discovered like add-ons for Fallout 3, or are did I get screwed?

The two expansions are, indeed, embedded in the main gameplay (i.e., you can only access their content as you play through the game's storyline, not through the main menu), but yeah -- it sounds like the game disc you have probably isn't the GOTY version.
It's not that expensive on sites like Amazon, though...it's a highly-recommended purchase, either way.
