It is very loosely based on the novel. As for the translation, i don't believe it has been translated into english.

It's a mashup of a number of Chinese novels. I would recommend Outlaws of the Marsh. It presents the idea of 108 stars of destiny, rising from seeming banditry to affect the entire kingdom for the better. You will definitely get the Suikoden vibe from reading it, it's a fun read on its own. Also, read Romance of the Three Kingdoms. It definitely presents the whole "nations vying for power" aspect that comprises Suikoden I/II. It's a little tougher to read at parts, wordy and slow at times, but still, you'll enjoy it.

dynasty warriors is almost solely based on the romance of the three kingdoms novels so i wouldnt make as much of the suikoden comparison but i will agree there are a few elements of it. i heard there was an anime available for suikoden only in japan but im not sure as to the truth of this rumor.
